3. Procedure

3.1 PRELIMINARY PREPARATION

1. Workers must be trained in WHMIS (Workplace Hazardous Materials Information System) and familiar with the SDS of any chemicals they handle.
2. Ensure that spill kits are fully stocked, easily accessible, and near areas where hazardous materials are stored or used.
3. Never attempt to clean up a spill if you do not know what the substance is or if you lack the appropriate training and equipment.

3.2 IMMEDIATE RESPONSE (Assess and Secure)

1. Evacuate: If the spill poses an immediate threat to health or life (e.g., highly toxic fumes, large volume, risk of explosion), evacuate the area immediately.
2. Notify: Inform your supervisor, safety officer, and coworkers in the vicinity immediately. Sound the alarm if necessary.
3. Identify the Substance: Determine what has been spilled (if it is safe to do so) by checking labels or SDS. Do not touch or smell the substance to identify it.
4. Isolate the Area: Restrict access to the spill site. Use caution tape, barriers, or post a worker at a safe distance to keep others away.
5. Eliminate Ignition Sources: If the spilled material is flammable or combustible, turn off all nearby equipment, electrical sources, and open flames.

3.3 CONTAINMENT AND CLEANUP

Only proceed with cleanup if the spill is minor, you have the required PPE, and you have been trained to do so.

1. Don Appropriate PPE: Based on the SDS, put on the required personal protective equipment (e.g., chemical-resistant gloves, safety goggles, face shields, respirators, disposable coveralls).
2. Stop the Source: If it can be done safely, stop the spill at its source (e.g., close a valve, right an overturned container, plug a leak).
3. Contain the Spill: Use materials from the spill kit to prevent the spill from spreading.
   • Place absorbent socks or booms around the perimeter of the spill.
   • Block any nearby drains, grates, or waterways to prevent environmental contamination.
4. Absorb and Clean:
   • Cover the spill with absorbent pads, granular absorbent material, or neutralizing agents (as specified by the SDS).
   • Work from the outside edge of the spill towards the center to avoid stepping in the hazardous material.
   • Use non-sparking tools (e.g., plastic shovels, brooms) to scoop up the absorbed material if the substance is flammable.

3.4 DISPOSAL

1. Place all used absorbents, contaminated PPE, and cleanup materials into designated, clearly labeled hazardous waste bags or containers.
2. Do NOT dispose of hazardous waste in regular garbage bins or down drains.
3. Store the sealed containers in a secure hazardous waste storage area until they can be picked up by a certified disposal contractor.

3.5 DECONTAMINATION AND REPORTING

1. Decontaminate: Wash any tools or equipment used during the cleanup with appropriate cleaning solutions. Thoroughly wash your hands and face with soap and water after removing PPE.
2. Report: Complete a Spill Incident Report form detailing the cause of the spill, the substance involved, the volume, and the cleanup actions taken. Submit this to your supervisor and the safety department.
3. Restock: Immediately restock the spill kit with any used materials so it is ready for future emergencies.

4. Additional Requirements / Comments

• If the spill enters a drain, sewer, or open body of water, or if it exceeds the reportable quantity limits, the company must notify the appropriate environmental regulatory authorities immediately.
• For major spills (e.g., large volume, highly toxic, or beyond the capacity of on-site personnel), call 911 and wait for professional hazardous materials (HazMat) responders.
