FIBC Rebar Lifting Bags Date:

Purpose: The purpose of this safe work practice is to ensure FIBC lifting bags are used safely to transport rebar (small bent rebar) from the fabrication facility to the job site and to provide safe work instructions for filling, lifting, and transporting filled FIBC bags. The rebar-filled bags may be lifted safely by forklift or crane by following the instructions in this practice.

PLEASE NOTE: THE BAGS ARE DESIGNED FOR SINGLE TRIP ONLY. ONCE THE BAG IS EMPTIED, DO NOT REFILL. DO NOT USE ANY FIBC BAG IF DAMAGE IS PRESENT. FIBC BAGS MUST BE RENDERED UNUSABLE BY EITHER CUTTING THE LOOPS OR SLICING THE BAG ONCE THE BAG HAS REACHED ITS FINAL DESTINATION. THIS MUST BE DONE TO ENFORCE SINGLE-USE COMPLIANCE.

UNDER NO CIRCUMSTANCES CAN A FIBC BAG BE USED IF ANY DAMAGE IS PRESENT.

Type of Bag used: The bags used by Canwide Steel are for rebar use and are manufactured for hard and sharp objects. These bags are upgraded from the standard 4.3 oz/sq yd material to an 8.26 oz/sq/yd + RF (260 GSM)7.67OZ + RF=(280 GSM)8.26OZ material. They are manufactured to be moved by a crane or forklift and come equipped with stevedore straps. We only purchase bags from suppliers who are members of the Flexible Intermediate Bulk Container Association (FIBCA). Tag must be legible and verified before use. The test certificate must correspond with the bag being used.

Definitions

FIBC Flexible Intermediate Bulk Container
Safe Working Load SWL is the amount of load, (in pounds or kilograms), which a bag is designed to carry.
Safety Factor Industry standard requiring FIBC to handle 5-6 times its SWL (e.g., 5:1 or 6:1 SF)
Single Trip From point of manufacturing to final location of material use on site. As per ISO 21898 a FIBC Bag can be lifted more than once only if original material is untouched. Once in its final location, the bag must be rendered unusable.
Damaged/Unusable Bag Any bag with rips, tears, holes, missing/torn/frayed loops or straps. Bags stored unprotected for extended periods of time from UV or water/rain for extended periods are considered damaged and unusable. Any deterioration of the bag whatsoever.
Low Lift A lift from the trailer or flatbed truck into a site provided and approved container for transport to final destination on site.

THE FOLLOWING PROCEDURE IS TO BE FOLLOWED BY ALL END USERS:



CANWIDE STEEL LTD. INSISTS THE FOLLOWING PROCEDURE BE FOLLOWED ONCE THE FIBC BAG HAS LANDED AT ITS FINAL DESTINATION ON THE SITE:

  1. RENDER THE BAG UNUSABLE (SEE DEFINITIONS)
  2. PLACE THE BAG IN THE APPROPRIATE WASTE/RECYCLING BIN IMMEDIATELY ONCE EMPTIED
  3. DO NOT LEAVE SMALL AMOUNTS OF UNUSABLE REBAR IN THE BAG. EMPTY COMPLETELY.
  4. DO NOT ALLOW THE BAG TO BE RE-FILLED WITH ANYTHING
  5. NEVER RE-USE THE REBAR FIBC UNDER ANY CIRCUMSTANCES

Training

The FIBCA (Flexible Intermediate Bulk Container Association) has several safety training videos that can be used for training. To access these videos, go to www.FIBCA.com

The following videos are available.

All personnel handling FIBC bags must read and have a copy of this Safe Work Practice. Only trained and competent workers may perform lifts using cranes or forklifts with FIBCs. Periodic toolbox talks or refresher sessions should be held, especially if supplier instructions change.

Compliance with WorkSafeBC or governing safety standards is mandatory

Roles and Responsibilities

Riggers and Operators:
Perform pre-lift inspections and confirm bag suitability for each lift.
Ensure lifting methods meet this SWP.
Ensure tag matches test certificate.

Supervisors / Site Leads:
Ensure only rebar FIBCs are used for rebar.
Confirm FIBC bags are rendered unusable once landed at final destination on site and "Not for Reuse" is enforced.
Ensure tag matches test certificate.
Ensure clarification on loading and lifting techniques is communicated.
Report any re-use of FIBC bags immediately to Site supervisor or CSO

Workers:
Follow this SWP for all filling, lifting, and disposal tasks.
Report damaged or questionable bags immediately.
Ensure rebar is loaded properly as per this SWP
Report any re-use of FIBC Rebar bags immediately to Supervisor / Site Lead
