3. Procedure

3.1 PRELIMINARY PREPARATION (Elimination & Engineering Controls)

  1. Assess the Area: Before starting work at heights, identify what tools, materials, and equipment will be needed.
  2. Establish Drop Zones: If work is being performed overhead, the area directly below must be barricaded using high-visibility danger tape or physical barriers. Post warning signs (e.g., "DANGER: Overhead Work"). Ensure no personnel can inadvertently walk into the drop zone.
  3. Toe Boards and Netting: Ensure that all elevated work platforms, scaffolds, and floor openings are equipped with securely fastened toe boards (minimum 4 inches high) to prevent materials from being kicked or pushed over the edge. Where toe boards are insufficient, use debris netting or catch platforms.

3.2 TOOL AND EQUIPMENT SECUREMENT

  1. Tool Tethers: All hand tools and lightweight power tools used at heights must be tethered to the worker’s harness, a tool belt, or a secure structural anchor using an approved tool lanyard.
  2. Attachment Points: Never tie a tool directly to yourself if the tool weighs more than 5 lbs (2.2 kg), as the dynamic force of a dropped tool could pull you off balance. Anchor tools heavier than 5 lbs to a secure structural point.
  3. Tool Pouches and Buckets: Keep tools that are not actively in use inside closed tool pouches or specialized hoisting buckets with secure closures. Never leave loose tools resting on ledges, scaffolds, or ladders.

3.3 MATERIAL HANDLING AND HOISTING

  1. Hoisting Materials: Do not carry heavy tools or materials by hand while climbing ladders. Use proper hoisting mechanisms (e.g., gin wheels, cranes, or secure hoist buckets).
  2. Securing Loads: Ensure all hoisted loads are balanced, secured, and slung correctly. Never hoist loose items without a secure container.
  3. Material Storage at Heights: Keep materials stacked neatly and securely. Keep materials at least 6 feet away from leading edges unless actively being installed. Secure lightweight materials (e.g., insulation, plastic sheeting) from wind displacement.

3.4 HOUSEKEEPING

  1. Keep the elevated work area clean and organized. Continually remove debris, scrap materials, and unused tools to prevent them from becoming tripping or dropping hazards.
